The requirements for entry and departure of aircraft engaged in international flights, and the standard procedure for clearance of these aircraft at all international airports, are given for the information and guidance of operators conducting international flights.
All flights into, from or over the territory of Dubai and landings in such territory shall be carried out in accordance with the valid regulations of Dubai regarding Civil Aviation.
Aircraft landing in or departing from the territory of Dubai must first land at or finally depart from an international airport.
Scheduled flights
Traffic stops in the territory of Dubai
For international scheduled flights into Dubai the airline shall either:
- Have obtained written confirmation from the Dubai Civil Aviation Authority, Dubai. or,
- Been designated pursuant to a bilateral or multilateral agreement signed by the responsible Government department of the United Arab Emirates and the State in which the aircraft is registered.
Non-traffic operations into Dubai by aircraft of lCAO states
Aircraft registered in ICAO states and operated by an airline of any contracting state may overfly, or make non-traffic stops in the territory of Dubai without prior permission.
Non-traffic operations into Dubai by aircraft of non-ICAO states
An airline registered in a state which is not a signatory to the Chicago Convention, requiring to overtly, or make non-traffic stops in the territory of Dubai must hold a valid operating permit issued by the government of the United Arab Emirates.
Documentary requirements for clearance of aircraft
It is necessary that the under mentioned aircraft documents be submitted by airline operators for clearance on entry and departure of their aircraft to and from Dubai. One copy of the general declaration must be signed by the pilot-in-command, or an authorised agent. All documents listed below must follow the ICAO standard format as set forth in the relevant appendices to Annex 9, to be furnished in English and completed in legible handwriting. No visas are required in connection with such documents.

Non-Scheduled flights
Traffic stops in the territory of Dubai
Operators intending to carry out non-scheduled flights into the territory of Dubai for the purpose of taking on or discharging passengers, cargo or mail, shall apply to:

For permission to carry out such operations give at least two clear working days notice before the intended date of arrival or departure. The application must include the following information in the order shown hereunder:
- name of the operator;
- type of aircraft and registration marks;
- date and time of the intended arrival at and departure from Dubai;
- duration of stay in Dubai;
- place or places of embarkation and/or disembarkation abroad as the case may be, of passengers and/or freight;
- purpose of the flight and number of passengers and/or nature and the amount of freight;
- name, address and business of the charterer, if any.
Non-traffic operations into Dubai by aircraft of lCAO states
If an operator intends to carry out a non-scheduled flight in transit across, or is making non-traffic stops in the territory of Dubai, he may do so without the necessity of obtaining prior permission.
Non-traffic operations into Dubai by aircraft of non-lCAO states
Aircraft registered in states which are not signatories to the ICAO Convention must obtain permission for over-flying or landing in the territory of Dubai. Application should be made in accordance with Traffic stops in the territory of Dubai
Documentary requirements for clearance of aircraft are same as for scheduled flights.
Private flights
Aircraft registered in ICAO states
The information contained in the flight plan is accepted as adequate advance information of the arrival of incoming aircraft. Such information must be transmitted so that it will be received by the public authorities concerned at least twenty four hours in advance of the arrival. The landing must be carried out at a previously designated international airport.
Operators are required to advise the intended duration of stay in Dubai in item 18 of the standard ICAO flight plan.
Aircraft registered in non-ICAO states
Same as non-scheduled flights.
Documentary requirements for clearance of aircraft are the same as for scheduled flights.
Public health measures applied to aircraft
No public health measures are required to be carried out in respect of aircraft entering Dubai.
Conditions of navigation in Emirates FIR for Military, State, VIP Flights
All foreign military, state or state VIP aircraft intending to overfly UAE airspace or land at any of the UAE airfields have to obtain prior permission (Diplomatic Clearance) through the Ministry of Foreign Affairs. Requests must be received at least two weeks in advance except in cases of emergency where a minimum of 72 hours warning is required.
Applications for clearance should be made to the Ministry of Foreign Affairs UAE at the address shown below or through normal diplomatic channels.

Application requests should include:
- aircraft type. registration and callsign,
- captain's name, detail s of crew and nationalities,
- purpose of flight,
- cargo and passenger details,
- whether or not armament and/or camera carried and details of dangerous cargo, if any,
- date, time and place of departure,
- altitude and aircraft speed,
- route,
- time and place of entry into Emirates FIR,
- ETA at landing airport in UAE,
- destination,
- in the case of overnight:
- date, time and point of entry into Emirates FIR,
- route,
- date, time and point of exit from Emirates FIR.
Application of conditions
- Requests not containing the above information will be disregarded.
- Foreign military aircraft shall not overfly or land in the UAE unless in possession of prior permission.
- Military aircraft entering Emirates FIR without prior permission are liable to be dealt with severely.
- Aircraft in possession of such permission shall adhere to the approved routes.
- In case of delays of more than 24 hours a new request is to be made.
